Credit Card for an International Student

So I'm here studying for around 5 years from America, and might end up staying here if I can get a job after I've graduated. I'm almost 23 and have no credit history so would like to start building some. Also would like to have the ability to borrow small sums of money for when I upgrade my puter (so I can buy a new part, install it, then sell the old one without PC downtime).

Now, the problem is that I'm an international student and not even part of the EU. Can anyone recommend any credit companies that might consider me? I've been turned down by my bank (Lloyds, been with them 1 year now, they said I had a score of 2 on a scale of 1-10 the lower the better), and have just applied for a Capital One card (the lowest one, 35 % APR!! but I plan on paying off my balance in full each month).

If I am denied a Capital One card should I stop applying for awhile as I've heard just applying can lower my score?
 
If it's possible, AFAIK getting a mobile phone on a contract would be one way to increase your credit score.

I've been on a contract for 1 year, it's under my name but being paid by my english step-father. So I don't know if that counts towards my score?
