Regarding the B&W image for me, the problem with this kind of shot is that theres nothing pleasing to look at, it's just a street with some chairs, taken on the slant to try and make it look interesting but to my eyes its pretty... bleak! (sorry to be harsh, just how I feel about it, others may differ)
Theres nothing there to lift it about just an average shot of a street with some B&W post processing, I guess there's nothing wrong with it - it's just not particularly interesting in any way. (again all my own opinion)
The HDR just looks silly, it's almost like 'nothing great about this shot, lets go mental with the sliders in the HDR app for a laugh!'
imo, in 99.9999% of cases HDR looks awful where it can be 'seen' if I could offer any crit at all, I'd look to try and take interesting shots and work with the light in a scene to make it look good. Add HDR only if needed, but in my experience exposure blending always looks more natural, but thats a diff argument!
