DD3 Triple not running at full speed?

My friend just bought a new core i7 pc from dell.

In cpu-z his ram is at 532mhz, surely that would mean it's speed was around 1066mhz rated? But ddr3 starts at 1333mhz. Why?
 
The ram defaults to 1066mhz at stock speed. To get better ram speeds (as long as they were rated for higher), he'd have to use dividers or up the bclk. No idea if this can be done with the dell...
probably not... so dell basically screwed him with the ram then lol. I told him to let me build it, but his dad wanted a "warranty." the first pc sent him worked fine, but was dented. The second makes a buzzing sound, it's probably the 4850 lol
 
Dell didn't really screw with him as that's what all ram default to, mine did anyways...only if he bought memory advertised as faster than 1066mhz and it's not working at that I'd be concerned. The main downside here is that he got a dell motherboard meaning he can't tweak the ram.

then, his DDR3 is only as fast as some ddr2, he just has higher latencies. hehe
