Default library/install paths-How to change?

Like many people these days, I have a modest SSD and a large conventional HDD with the intention that OS/main Programs be stored on the SSD and Data/less used apps etc be stored on the HDD.

However, the "Default" position for Windows seem resolutely determined to keep everything on the C drive (SSD)

Is there a simple way to alter the global setting (IYSWIM) so that downloads/Documents/etc will always get saved to the HDD?

I would also like to "Move" existing librarys on the C drive (SSD) to the HDD, but again unless I am missing something, there doesnt seem to be an obvious way of doing this.

I find it puzzling (Especially since the SSD/HDD setup must be a fairly popular one by now, though many will have used multi disk setups long before SSD's became available) that Windows does not seem to have a "Options" tab somewhere that gives the user the option of changing the default pathways:-/
