DFI Ultra-D Cold Boot 4 Steady LEDs

I have spent the last week or so trying to sort this problem, and am running out of ideas.
When the system is up and running, no problems. Warm boot (i.e. reboot from BIOS or from XP) no problems.

If I switch off, and then restart, frequently I get the following:

Power light on case - steady green.
HDD Activity light on case - steady red
4 LEDs on mobo and do not count down
All fans on full speed
No boot :confused:
No beeps

Only solution is to cut the power and try again. This usually happens several times and eventually it will boot up OK (either through retrying or by pressing INSERT (incidentially what does INSERT do?)

Had the problem since the beginning before overclocking.

Read lots of threads on this, but no real definitive answers. Some people say its compatibility between Seasonic (5vsb) and DFI mobo (found @ DFI-street), some don't have any problems.

Tried all of the following:
CMOS reset (in accordance with angry_games process @ DFI Street)
Flashed the BIOS
Disconnected Keyboard/mouse/hdd/dvd-rw/fdd/fans
Delay for HDD in BIOS to 2 secs
Jumper 5 to Vsb

Only things I've thought of but not yet tried so far are:
RAM
Check PSU voltages
Try another PSU

Any ideas?
