Diagnosis: Failure - MoBo or PSU?

Shameless bump - can anyone answer this (probably) last question? Could my PSU be the issue, even if it's giving roughly accurate voltages? Could the GPU be the issue, even if the problem persists with it removed? Could something have overloaded and shot my entire system?
 
Ok, final evaluation: the PSU was a bad one. Unfortunately, it shot my CPU on the way out. New motherboard, CPU and PSU has fixed the issue. Thanks for the assistance guys, hopefully anyone else with the same problem will find this helpful.
 
Don't think so - it's hard to tell. My original mobo gave 3 long beeps when I hooked it all up, it was only testing with the second LGA1366 board I ordered that led me to the conclusion that the CPU was fried. Without a working i7 CPU to test in it, there's no way to be sure.
