Did my Tagan PSU die?

Last night I was changing around the RAM settings since the SPD didn't set the timings/speed/voltage correctly as it was spec'ed to. Then I was at the CMOS screen (where it runs short memory test etc) I paused this screen and decided to power down the PC to swap the keyboard (was this a very bad idea?).

At that point it refused to boot up again, pressing the power button resulted on the power led on my case coming on for a split second. Several lights were still active on the motherboard but no fans running. The digital led on the Abit AW9D Max was showing the code 8.2. - which means Enable ATX Power Supply. I cleared the CMOS, took out the battery for 1 min, and unplugged the Mobo power cord, still won't boot up, even with graphics, ram taken out, and hdd unplugged.

This morning I tried my Enermax PSU into this PC and it works fine, although I can't use it since its an older PSU for Northwood/Prescott so it didn't have an extra 4pin for the 8pin CPU voltage.

I don't know if this is even worth mentioning, but my 700W Tagan TG700-U35XL Easycon XL Modular PSU came with a 2pin EU Power cord, so I used a spare UK power cord I had laying around, it worked fine for 2 days after I built up my new system.

One way to test whether a PSU is dead or not is to completely disconnect it from your PC, make sure it is unpluged and then short out the green wire with any black wire on the 20+4 pin connecter using a paper clip. (This is what your motherboard does only with a relay when you press the power switch). When you have done this carefully plug the PSU back into the mains, if it is working the PSU fans will spin up, if it is'nt they will remain still. Then unplug the PSU again before removing the paperclip.
 
I've inserted a paperclip into the green wire and black wire in the 24pin ATX cable, do I need to turn on then off the PSU first then try it in a PC?
 
Not sure what you mean by that, there is already a fan in the PSU and its completely cold right now, doubt its shutting down itself cos of heat.

He means to conenct a case fan to the psu with on of the psus power connectors.
 
Connected two case fans with the 4pin molex and used the paperclip again, all the fans spinned for a split second then powered down.

So what does all this mean? :)

I also forgot to add I tried this tagan in an old P4 system, did the same problem. So to summarise - Tagan tried in 2 PCs = doesn't work, Enermax in 2 PCs = works fine.
