Does an underpowered power supply slow down the pc.

i heard that a i7 and 4870 x2 needs a decent 850 watt power supply and a corsair tx 650 would be under powered.

the wattage is not all that important, you have to look beyond that, obviously a 150W PSU wouldn't work, but a high quality 500W PSU would probably be fine if it had the ability to provide the require current on the different rails, similarly a 750W cheapo PSU would most likely not work as it wouldn't be able to provide the needs of the components.
 
850 watts for a 4870 and a i7? Meh, sounds overkill to me.

I have always taken Wattage requirements with a pinch of salt, I assume the manufacturers required values take into account cheapo PSUs so they overstate somewhat. If they provide actual ampage numbers on the rails required I would believe those to be accurate figures though.

I run a 285GTX, 8800GT, Q6600 OCed, a WD Raptor, a 500GB 7.2K and lots of USB devices off a Corsair 520HX and have never had problems.

As Vader has said, as long as your using a quality PSU that gives what its rated at, it probably good for whatever is stated from the manufacturer.
 
Wattage requirements are only there to make sure that people get the right PSU.

In actual fact, as others have pointed out, high quality units provide the right amount of power at lower wattages.
 
out of all of these: Silverstone, OCZ,Coolermaster, ....are there any that I should not buy? I really like the modular silverstone. I just didn't know if those psu are any good. From what I've read they are all supposed to be good brands, however sometimes reviews have been known to be more hype than reality.
