I was thinking of just using windows 2003 NNTP server or a small open source server. To be honest it's the part I still need to research the most, so any information I would be very grateful!

Well if you are going to simulate illegal files you need to be able to host a binary service. I don't know anything about the Microsoft one but the main Opensource project is called Diablo - be warned it is rather complicated.
