Dram/Cpu/Motherboard Speed

Ok im a little confused im running an ivy 3770k with 4 stick or corsair 1600 mem set to xmp profiles, cpu-z reports the memory running at 1600 however it reports the max memory bandwidth of 667, however ive ready thats due to the cpu connection, but doesnt the ivy have a 1600 memory bus? Ive ran through the bios settings setting the dram to cpu ration to 100:100 auto drops my memory speed to 1400 (667) I can force it up to 1600 but is that the right thing to do and shouldnt it do it on its own? Im running a z77 sabertooth so everything should be running at 1600 I just cant work out why it isnt
 
What does the memory tab of CPU-Z say?

Can you post a picture? if it says 800MHz as the Dram frequency, then that means its running at 1600Mhz (800X2 DDR) so you have it working correctly.

As long as it says 800MHz (which is 1600MHz for Double Data Rate) on the Memory tab it's fine.

You can ignore the Max Bandwidth figure shown on the SPD tab.
