I've been given a set of PC speakers. 2 small speakers with a subwoofer. On the back of the sub it has a hole for one of those standard ECP two-pin power cables. However on the back it of the sub it also says it needs 220v and 70mA. Does it need a power brick of somekind to provide this power?

Yes.

You won't have a suitable one in your house but have a scout around outside, there's normally one quite close to you. It'll be constructed in grey metal, generally with protective fences around and a sign on the fence saying "Electricity substation, keep out, danger of death" :D

Fortunately, it'll already be connected to your house and you can access it via one of those three pin sockets that are handily installed in each room.
