I believe the only source is the specified tdp for each chip, courtesy of intel spec finder. This should be the most heat it ever throws out at vid. It's a pretty crude measurement though, how precise a figure do you need?
Could you define efficiency? Watts required to do a given task, or watts used for calculation out of total watts consumed? Not that I'll be able to give a terribly useful answer either way. I can say that power consumed is pretty close to heat transfer out, and the latter scales linearly with frequency over stock and quadratically with voltage over stock. Probably have a source for that somewhere if you like.
Might be able to do something with power per mb of cache, but it'll be tricky. More cache will need more power, but will lead to fewer operations which carry their own energy cost.
