Just bought something ( laminate flooring) off eBay, but the bloke is refusing to send me it because my PayPal address is unconfirmed

What does this mean? Can he refuse to send it, and if he doesn't, can I get my money back?

He says it's an illegal transaction and going to report me to eBay and Paypal!!

Never heard of this before and hope I just haven't lost £340.

I think he could only refuse to do so if his listing says he will only send to a confirmed address

the reason he is doing it so that he gets the seller protection

if it makes it easier you can still do it now and then get him to ship the item

it isn't an illegal transaction though bit if he he said confirmed address only the you shouldn't have bid, I think the sellers attitude is unduly agressive

Confirmed Address
A Confirmed Address has been established by PayPal as belonging to the PayPal account holder.

By delivering to a Confirmed Address, you are helping to ensure that the item is being delivered to the PayPal account holder.

Unconfirmed Address
An Unconfirmed Address is an address that PayPal hasn’t been able to reliably associate with the PayPal account holder.

There are many reasons why a buyer’s legitimate address may be Unconfirmed.

For example:

* buyer may have recently added the new address to the PayPal account.
* The buyer lives in a country where address confirmation is not available. (At this time, only addresses in Canada, the United Kingdom and United States can be Confirmed.)

When a Confirmed Address isn’t available, it’s always a good idea to take extra steps to ensure that you are delivering the item to the PayPal account holder. You may consider contacting the buyer to confirm their purchase and validate their delivery address.

Maybe ring the guy up, ask him how he'd like you to confirm.

OK, understand that, and can possibly see his point of view, but if I remember rightly, my address is shown on the PayPal receipt (the delivery address) and of course I doubt he's gonna send several metres of flooring in normal post, it'll be courier which would need a signature.

Can I ask for a refund then, or can he hold it until it's registered? The latter of course taking longer which means I could buy elsewhere.

Basically, it's a flawed system.
I am a confirmed addressee at my old address because I went through all the trouble of registering with my bank-account rather than card, as a result it shows me up as confirmed.

Thing is, I moved house and changed my address on paypal in January, but my bank-account is still registered at my old address, but Paypal just lets me put any address in.

There shouldn't really be any problem though, I don't understand.

Contact him and tell him you will get a verified account which usually takes between 3-7 days.

Hi-Jack!

No point in making another thread about this, so thought I'd bump this one up.

I recently sold an item and got £150+ for it, so, serious money. I asked the bidder to be confirmed/verified but the person who has won it, apparently isn't.

I have recieved the money into my PayPal account and am currently transferring it to my bank account.

I asked the winning bidder to confirm/verify themselves and they claim that they are - but that it just doesn't show up for some reason.

Sounds fishy....However, if this money comes into my bank account (and leaves my PayPal balance as £0.00) - on top of sending the item to the unconfirmed PayPal address (tracked and signed for) - is it that much of a risk?

Just don't want to get stung. :) note, the person who has won it lives in Spain

-edit - they are verified, just the address isn't confirmed.

You've confused me here.
Surely your new address is not confirmed then?
So how is it a flawed system - the only address you've confirmed is the one you used to live at.
Any new address you put into Paypal will be listed as Unconfirmed?
I can't see how any new address you add will be automatically confirmed just because you've got one address confirmed?

Maybe I'm wrong - I've been a PayPal user for ages so both my home and work addresses are confirmed.
Last time we moved house (just over two years ago) once we added our new home address we had to get that confirmed too.
I don't see how the system is flawed?

OP - Not illegal to send stuff out to unconfirmed address, however if he does and you subsequently started a "undelivered" dispute he would end up losing out for not sending to a confirmed address.
You are probably 100% legit - however with all the scum on EBay he doesn't know that.
I only send out to confirmed addresses to and I only use RM Special Delivery on any sale of £30 or above.
Just protects myself.
