eBay & Confirmed Paypal address

Just bought something ( laminate flooring) off eBay, but the bloke is refusing to send me it because my PayPal address is unconfirmed

What does this mean? Can he refuse to send it, and if he doesn't, can I get my money back?

He says it's an illegal transaction and going to report me to eBay and Paypal!!

Never heard of this before and hope I just haven't lost £340.

OK, understand that, and can possibly see his point of view, but if I remember rightly, my address is shown on the PayPal receipt (the delivery address) and of course I doubt he's gonna send several metres of flooring in normal post, it'll be courier which would need a signature.

Can I ask for a refund then, or can he hold it until it's registered? The latter of course taking longer which means I could buy elsewhere.
