EBay/PayPal question... Can you charge extra for payment via PayPal?

I noticed an item for sale which is showing payment accepted via PayPal. However, in their description of the item they say they will charge an additional 4% if you pay by PayPal...

Now I though this was against the terms of sale agreement for Ebay?

Anyone know for sure?

Electronic Money Services: Sellers who accept electronic money services as a means of payment for an item purchased on eBay may not impose a surcharge. Electronic money services include, but are not limited to, services such as PayPal, Nochex, FastPay or Moneybookers.

I think if I buy the item I won't pay that charge and then see what happens :)

I recenbtly bought some spare lights for my car, a snip at £3 because the guy couldn't spell. I paid via paypal including over £12 postage.

2 days later the guys emails me to say he's posted them second class (i paid for recorded first) because i hadn't paid him 4% paypal.
basically he made over £7 on postage.

I informed ebay including the email he'd sent me ... and the guy is still stiffing people and they have done jack read me

The FAQ said:

I've contacted the seller... If I don't get a reply back - maybe he was oblivious to the (stupid) rule - then I'll contact EBay!
 
Simple answer to this one is for the seller to offer a 4% discount for paying by cheque,balance transfer etc.

Then you are not breaking the rules.

Yes you would still be breaking the rules if you did that.
 
I saw an auction a while ago where they said the item would not be released/sent until the extra 4% surcharge is paid. I wouldn't mind if they'd just started on eBay but they had many hundreds (possibly thousands, can't really remember) on their feedback.
 
I've bought from plenty of "+4%" auctions and never paid any extra charges.

A lot of older bayers have it in their template from the times when you were allowed to add charges.

Yeah I see what you mean, it's just this auction had stated as though they simply would not send the item until the full amount plus the 4% was sent. I can't see their account lasting long if that is indeed the case.
 
If they refuse to send it, do a chargeback with paypal (do they get back the money they paid to recieve your payments? hope not ;)) and leave them some neg.
