Just this really. I bought some headphones from a guy with nearly 20000 feedback that never arrived. I filed an item-not-received dispute. eBay ruled in my favour because the seller gave false tracking. I then left him a negative, and since then, he has received 3 or 4 similar negatives from other buyers. I checked his profile today and the negatives for 1 month and 6 months are all gone! It does say under his feedback "Revised feedback: 24". For some reason though, he haven't removed 6 negatives from the 12 months range and he haven't removed his 38 neutrals.

How are they allowed to do this? There's no point asking him directly as he'll obviously won't reply, so... to teh internetz :p

Raise another dispute with ebay. There is no reason to use there services if you cannot rely on the feedback score to vet purchases.
I stopped using it for important / expensive stuff along time ago.
