No it is not. Mastercard and Visa do not charge 13.5% fees, they do not withhold funds from the user, they provide prompt communication and do not get normally get involved in payment disputes between buyer and seller.

I don't want a direct debit to paypal for them to potentially abuse when I use it so relatively little compared to other payment methods. And from what I've witnessed it takes a week to verify anyway because they send money by ye olde bacs, yet seem to add an extra day on top of that before sending the deposit amounts.

No because unlike pay"pal" Mastercard and Visa do not routinely issue chargebacks on a whim, they are professional, secure companies, hence why every website in the world uses them and not pay"pal".

Sellers often do this with everyone who buys from them, out of a certain amount they demand more money from some will obviously pay it. Though they will easily back down if you query it.

Had it tried on me a few times with postage charges.
