I would raise the issue with ebay though, she may have done this sort of thing before?

Can't you leave negative feedback to a buyer if you wait 30 days after the transaction (or similar period)? Haven't sold anything on eBay for a while.

Seems very odd that you had no problems with anyone else but repeated problems with this person. Could well be that she is scamming you - although it's only 99p items if she did it with multiple sellers you could make a decent amount of cash.
Do you think there may be a vague chance that she is a bit thick and is expecting something more substantial than a stylus? Maybe she is opening the envelope and discounting the stylus as nothing. Seems odd that she insists on being sent another. What use would a bunch of these be worth? If she was going to scam someone then I would imagine it would be for a more expensive item.
i dont think you can. as a seller when you leave feedback there is only a positive option.
