Lulz at a bent bracket, tell him to bend it back with the pliers he undoubtedly has, then kindly tell him where to go :)
 
Tell him he MUST return it to you in its current state immediately for investigation.

There's no way in hell that damage occured through a few knocks while inside a bag INSIDE a box. That's the result of concerted pressure on the bent area. Perhaps if your card's box was placed on the delivery van under a television or washing machine or something, but then of course the box would be crushed also.

EDIT: And it'd also be very easy to bend back into shape. The only thing that could be construed "faulty" is the fan, which may have simply been loosened by the buyer along with this cosmetic bending to try and pull a fast one. You need to have this card back in your hands.

Seems there will always be some very shady people on the bay! Seriously, i think everyone here can tell that this has been tampered with by the buyer and has not been damaged in transit... Seriously?

This guy is trying to play you, hopefully you manage to sort this out, and get him told!
 
If the box was damaged enough to allow this damage to the card, he shouldn't have signed for it?

Bend on the plate.. looks like tool marks on it to me?!
 
No return no refund, that damage could easily be his own card hence why he is after a new one, without verifying the serial numbers first you cannot accept it as faulty.

Im guessing the damage came from when he was putting either his own or your card into the machine, didnt line it up correctly and bend the metal bits. It takes a fair bit of force to do that.
 
Firsty the box would have had to sustained pretty bad damage for that which he should be able to prove.

Secondly i think that the bottom of the metal plate has been bent from him fitting it into his case/motherboard, we have all had those case's where you really have to wiggle and put a lot of pressure on the card to fit it, Also he may have damaged the fan the same way, He may have hold of the card in a way that an excessive amount of pressure is being put onto the fan whilst forcing the card into place.

As i said, the box is key to this, Did he send you a picture of the box? if i recieved a graphics card in which the box had sustained the amount of damage to bend the metal and put heavy enough pressure on the fan to stop it working i would not except it?
 
at the first picture,,it shouldnt bend that far, and the second picture is bent too far which wouldnt happen unless you use some sort of tool to bend it..
 
Scam. If it truly was damaged like that in the post, he shouldn't have signed for the parcel. Secondly, the damage seems far too controlled. For the card to take that kind of damage in transit the box would probably have to be pulped and thus the card would be in pieces.

I've had a buyer do this to me in the past and successfully scammed me out of £1,000 because I was naive. Nail this **** to a cross and **** on his remains. eBay scammers are the same level of scum as virus writers.
 
Get him to return the item. You do not have to compensate for return postage.

Paypal will not force a refund unless he returns the card.

If you find that the box is light on delivery, refuse delivery to screw him over. Paypal won't do a refund until delivery is confirmed. Don't sign anything, even to confirm refusal.
