ebayers not paying with 0 feedback to boot

hi

im trying to sell a desktop computer and have listed it recently, it was won but no contact was made by the buyer for a few days, upon checking I realise they're time wasters as they have 0 feedback.

So i've relisted said item and once again, someone with 0 feedback has just bidded on it. very annoying, and what can i do about it ?

edit - ok, i've cancelled their bid and updated my buyer preferences.

I've set
Block buyers who:

Don't have a PayPal account
Have received 2 unpaid item case(s) within 1 month(s)
Have a primary delivery address in countries that I don't post to
Have 4 policy violation report(s) within 1 month(s)
Have a Feedback score equal to or lower than -1

But I don't get the last one - if they have a feedback score of 0 that's not lower or equal to -1 ??
