Don't swallow everything the Christian Science Monitor says. The fact is that parliament is considering it and that the parliament will be rapidly overtaken by the Islamic brotherhood when they sweep the army aside.

Dr Mervat al-Talawi, head of the NCW, has also written to the parliament speaker requesting to not pass the law.

Whether the Brotherhood gain power in Egypt or not, the story is utter nonsence, the supposed cleric who started it, Amr Abdul Samea is a loon and believing anything that man says is akin to believing in the Westbro Baptist Church claims......
Just because a Christian publication deem him not to be a 'loon' does not make it so.
Forced female circumcision, banning women from voting/driving, execution for female rape victims would seem like acts of a 'loon' but they are commonplace in some countries.

.it would take some pretty strange interpretations of Islam to justify it, interpretations that not even the Wahhabi or salafi Islamists or the Brotherhood are likely to support.
