Rma both! Or just rma the card and get a new psu, if there is one thing you don't go cheap on it's the psu!

Also it looks well dodgy his build, im gona guess he isnt very experienced building pcs and it was user error at some point in the internals.

As someone mentioned. Why did you use the pci-e extension cables when the psu already had the cables? Btw what was the full spec of the build? Im curious.
 
Amazed that you was actually recording this, I do wonder why you would record it? also why all the cables? it should be connected with the 6 pin pci-e and 8 pin pci-e from the power supply(if that is what connectors are on the gpu).

I recorded it cis it cept doing this so I thought ill ask!!!
And also the first time it went on flames I thought the card had real 3D effects lol
