If I buy this game, when I install it on steam, do I have to download the hole game although I already have the retail disc, or can I install from the disc?

And when its installed and if I want to reinstall windows in the future, can I just backup the game with the rest of my steam games to a single file, and copy the game saves in the steam folder?

Thanks :)

You can install from the disk yes but you'll need to download any patches that have been released since the game came out.

One of the best things with Steam is that it can be run without the need to re-install. You can simply just copy the entire Steam folder to your new install and everything* will run. Personally, I have an entire drive dedicated to Steam so any time I re-install my OS the games are still sitting there on their drive.

With regards to save games these generally have to be backed up manually but Fallout New Vegas syncs the autosave (and only the autosave) to the cloud so it will always be there. Only games with Steamworks sync to the cloud though.

*Okay, there might be a few problem games such as Dragon Age but for the most part they will work.
