No, not 'starvation stricken poverty' but probably in a low socioeconomic class, which is a more useful term than 'poverty' in this country; they may have little to no stake in life and in actions such as this. Has nothing to do with the colour of their skin.

I know I'm asking for it, but please explain to me how stopping immigration would reduce gun crime/robbery by black people.

Unless his argument is that if there were no black people in this country, then there would be absolutely zero black crime.
