You can put a shoulder to a shoulder but you can't just bull someone over without even intent for the ball :/
He blocked him off completely
'Block him off' means he was IN FRONT of the man. He was on the side, clashed arm with arm.
As I said, I've seen them given, but it wasn't clear cut.
