If it was the major then you will likely find due to his state of office he was exempt from whatever you are trying to fling his direction.
If you don't like it then select a different major next time.

if he was given an fine the ticket would have been on the window at some point, and the council will never tell you, so i'd just forget about it and sleep well tonight !

Send a FOI request from whatdotheyknow.com asking how many parking fines were issued in each year since 2010 to all non-LCV cars owned or leased by the authority in that time.
Also ask for a breakdown of departments and/or positions in the authority which are afforded the use of authority owned or leased non-LCV vehicles.
Inform them that they have 20 working days to comply with the request and make sure you don't ask for any personal information or you'll have to start again.

Go to a local paper if you're sure it's the Mayor's car a mini scandal for a local rag .
As for whoever mentioned the Police car (or any emergency services) that's completely different, probably on duty and why should minor traffic issues like yellow lines apply to them. Do you want them to waste 15 - 30 minutes walking from parking in an inconvenient place to get to where they should be or waste time finding a spot in an emergency?
