although i would have gone with the Phenom 2 555/560 and have the possibility of unlocking it.
I'd actually say he made the right choice with the x4 630- unlocking cores is a dodgy business at best, the 630 is a fantastic processor at stock- particularly for the price, and he'll need those extra cores for running fable. The x2 555/560 is fantastic with the right board, the right cooling, and if you get lucky- but there's no guarantee, sadly, and it'd be quite frankly a bum deal at stock.
The build looks fantastic, you should have no problem running any current generation on pretty high settings with those specs. Tell us how it goes!

Water cooled refrigeration plant at one of the sites I look after, chills water to around 5c to maintain air con for the building and data centre

Imagine syphoning off water for a WC loop, I bet you would get great temps.
I had thought of taking my pc into one of the other area's which cool down to -48c!!
