You could always claim as a commonwealth citizen you are trying to learn more about the UK and GB. Since there is no law governance you pretty much don't have to. Still it would be funny seeing the TV Licensing people turn up at your door in Australia.

Pretty sure it's not illegal in the UK either you only need a TV License to watch live or near live TV IIRC. Scotland is a little different too, cant remember how it differs ever so slightly now :)
