Friends PC just upgraded but wont turn on, tips?

if thats at idle you have not fitted the cpu cooler correctly.
If unsure with the paste put a small blob (rice sized) in a central position.
speed fan is good but download open hardware monitor and post back a screenie.
you can manually control the speed of cpu fans via bios have a look about and set it manually, the same goes with GPU fans but this has to be done in windows (afterburner is a favourite for this)
How is the airflow in your case, have you fitted a 120mm intake in the front, its worth doing in your case (ive used them a few times and it helps)
Now you have it up and running its just a case of ironing out a few problems DONT PANIC it will work
