GB Z77X-UD5H not starting

Putting together a PC from used bits and having trouble getting the mobo to start. All stripped down to basics and the board powers up for a second or two then stops and repeats. Nothing on the error cide display except what looks like L but backwards.
I suspect the board as I've used 2 different CPUs and 3 power supplies.
However has anyone any experience of the same symptoms?

Is it dual bios ? Can't remember for that model but some gigabyte boards if you held the power button down for like 15 secs it would trigger the secondary one to kick in

The board was second hand and not very expensive. It seems like It's stuck in reset or the psu isn't being started properly. I suppose I could short the psu start pins permanently.
The board has 5 pcie slots which I wanted for mining.

OK I give up. Keeps restarting whatever I do, this is the only display I get but it is there for milliseconds.
