A fool and his money are easily parted, but giving your 'assistant' unfettered access to your credit card(s)? Really?
Not too unusual at a certain level of income and job, as it's easier for your assistant to go and buy what you tell them to with your CC than it is to do the paperwork to reimburse them later, even assuming their own CC has a high enough limit to cover what it is you're getting them to buy.

You sort of have to trust people with your money in certain jobs, and most of the time it works out but sometimes you get caught out even if the person you're trusting is your accountant or business manager, but you should be doing checks on what is going on yourself on a regular basis.

Of course, in this instance it seems the PA was completely unsupervised with no checks, which is pretty stupid.

Yeah - I mean this is basically what my cousin does for work - people like this have the company he works for come in and do audits on a regular basis which would catch out an assistant diddling money relatively quickly.
