oops realise your talking about a different board mines the P35C 
Well it looks like pretty much the same board but with no firewire and the addition of being able to use DDR2 and DDR3 memory so what i said above should still be true!
If you dont use firewire then I guess the £3 more for the P35C version might be worth it as its a lot more future proof unless im missing some other differences between the boards.

Stuck in BIOS or in Windows?
It may just be SpeedStep kicking-in if it's showing x6 in Windows.

Sounds like SpeedStep dropping the multiplier as soon as the load from opening cpuid drops.
Open cpuid and then open something else and see if the multiplier goes back upto x9 while it's opening.

It's Speedstep.
You can disable it (EiST and C1E) in BIOS if you want to.
