Graphics card for 1080p 60hz

Hi a friend of mine wants to start gaming with his pc which is connected to his 1080p tv, I thought the rx 580 would be a good choice unless there's a better option?

The RX590 if the price is not a problem, it should be 10-15% faster than the RX580 but costs a bit more.

RX580 & 590. If he wants Ray Tracing, RTX2080ti, it will do 1080p 60fps
