He needs full control over signings and exits. Uniteds squad is just horribly toxic and until you cut out that cancer the rest of the team will reflect the scumbags that lead it. Its the same in most offices. If the culture is awful then anyone good either gives up or leaves and you just end up hiring in the image of the culture.
