I'm sure you're right, they don't want the ref to check things on the monitor because it will delay the game further. VAR for subjective decisions is currently flawed, it's not VAR that's the issue but the way it's being implemented. I've mentioned it a few times over the start of the season, the only way a red card, penalty or foul in the build-up to a goal is being overturned is if the ref's explanation to the VAR official is simply wrong. In the case of Watford's pen just now, if the ref said he saw the incident but wasn't satisfied that there was enough in it to be confident enough to award a pen then the decision stays.
