GTA V not very optimised for 290X?

Sometimes it seems smooth sometimes its jerky sometimes stuttery, my gpu usage is all over the place it goes down to 50% :confused: BF4 my usage stays between 98-100% and is smooth. That is with Mantle though, the only way to get my gpu usage to stay higher for longer in GTA is to up the graphic settings but then i get less fps, i have a 120hz screen.
In the Witcher 3 its the same sort of thing i have to up the graphic settings to get smoother gameplay, is this normal?

If your frame rate is suffering and your GPU usage drops, this means there's something holding the game up elsewhere. For some games, this can just be poor optimization/drivers, but in my experience GTA V is pretty good on these. In your place, I would monitor my CPU usage (Afterburner OSD, or similar) to see if your CPU usage is hitting 85%+ when the game gets jerky, as this could show you what's holding you up and causing the stress to leave your GPUs and move to the CPU. I also found the game to be smoother when driving quickly when I moved the install folder from my HDD to an SSD, which showed my issue there was the speed the game could load the next area of the map/textures/etc rather than my GPU.
 
Sounds like you have advanced features enable. Increased drawdistance and shadow distance increases drawcall amounts dramatically. Meaning you will become cpu capped (or in this case APIcapped). Lowering them should help you maintain good gpu usage.

You can also play with vsync a bit.

You can also try modded drivers from guru3d forums, as leaked drivers have a lot better drawcall performance compared to 15.5 betas. (+30% on Win7, and even better on W8.1). They have flaws though, so be cautious.

this - i'm using the 2nd newest modded drivers and gta v is smooth for me at 1080p on a 290 at 1100/1500 (i run 3/2 screen size with FXAA - look really nice to my eye) - i've even got the advanced drawslider at 50% - i rarely dip below 50 which still seems smooth as i never seem to get any jerkiness. It's not COD after all.

120hz don't mean 120fps..
To get 120fps on gta5 you going to either need more GPUs than a single 290x or drop settings down.

Anyways.
Just because you have 120hz or in my case 144hz you don't need 144fps to get the benefit of higher refresh rate.
144fps sure will be great less motion blur, but running 60fps at 144hz vs 60fps at 60hz is completely different experience. You still get the much lower response time and things just seen smoother.

This was exactly why I assumed he was aiming for 120fps. He mentioned he had to turn up details to get better scaling. Which ment he was already on lower details (aiming for higher frame rate).

Not neccesserarily 120 fps, but without vsync anyways (I'm making a lot of assumptions) :)
 
Another thing if you have not done it before. clean install your drivers using Display Driver Uninstaller (DDU)

And make sure you have the latest drivers when you reinstall. sometimes leftovers from older drivers can cause issues.
 
I'd imagine if your goin for a high refresh rate(100fps+) your prob running into CPU bottlenecks to drive that many FPS.Gta is pretty heavy on CPU usage.
 
From watching my AfterBurner graphs while playing, GTA V also seems to REALLY love Pagefile. Mostly while playing (5760x1080) I will be sat at 8GB RAM used (give or take half a gig, only Steam running in background) but using 15-17GB of Pagefile. I've got mine set to System Managed on an SSD, so might be worth checking that's not set to too small/too slow a disk and slowing things up.
