I picked up a nice piece, I think total weight is around 30kg 13kg. We have dot and dab platserboard and I'm loathe to drill through into masonry so looking at something like these:

Ive also looked at spring toggles and snap toggles but I'm not sure how deep the cavity is.

So assuming I've fixed these into the board, what do I actually use to hand the cords from the painting? Do I just leave the screw protruding slightly?

Those fixings are excellent. I have hung lots of large pictures and TVs using them on plasterboard and never had one fail. You just just leave the screw protruding, you can use 2 fixings and spread the load between them.
 
I highly recommend the GripIt fixings. I've used them for TVs and shelves on plasterboard and our 'main' coat hanger is supported by 2 of them which I'm sure is much heavier than 30kg!

Yes, you'd leave the screw out a little. The actual fixing is held in place by 2 small 'wings' which you twist after you push the fitting into place.

I was being silly with the 30, it's actually 13kg I just weighed it.

So Gripfix do a picture kit, i'll use 2x red's that are 74kg each should do just fine; they come with a hook/eye that goes over. Now to get up a ladder in the stairwell. literally terrified.
 
I really like gripit fixings and have used them quite a bit for internal walls but I can't fathom why you'd use them on an external wall when you can go into the blockwork with a more robust fixing.
 
If you plan on using the gripit fixings make sure they are correctly orientated.

How many fixing does the frame provide? Not sure I would trust something that heavy on just one or two - even though they may be rated to the weight that depends on the perfect installation with no damage to the plaster board.

Having said that as it’s dot and dab I would just drill through into the block and use some long screws. You may find depending on the thickness of the ‘dab’ you may have to drill into the block to allow you the depth to screw the screw in (especially with the brown gripits)
 
Why not drill into the block? Surely that would give the strongest fixing.

I recently put a TV up and did just that. Not quite as heavy as your picture but I’m fairly sure it would be fine for 30kg
 
Sorry, I see the 30 thing was silly. The weight as per the second post of mine is 13kg, so the 3x 74kg gripits should be ample.

I hung my TV from the block work and had lots of problems with crumbling and had to keep moving it round. Bit of a nightmare to be honest and I'd rather avoid it if I don't absolutely need to. Crappy newbuild is crappy.
 
Several metal spiral style plasterboard fixings will do the job perfectly providing there's enough depth to the cavity. Our bathroom cabinet is 20kg when empty (and the missus has probably added another couple of kg worth of potions) and it was hung on just 2 of them.

The fixings themselves come with the screws to hang from.

It will take longer to work out where to put them as opposed to actually do it!
