Heating a small room

Definitely drop £1-200 on a graphics card and get BOINC running, guaranteed a warm room then.

I wouldn't say to buy new components, may as well run F@H or BIONIC while he's not using the computer with existing components, then it's just the marginal cost of the electricity if he's not got it on 24/7.
If it's just a small room then the standard should heat it fine.

Cheapo elec heater ?

Think I got mine ( Tefal X-Tenso ) for 20€. It's 2400 watt and heats my 4 by 5 meter room from ''brr'' cold to ''too warm'' in an hour on eco ( 1200w) mode.

Like has been said, the oil heaters seem to be the cheapest and most economical option short of installing another radiator.

Sell your CPU cooler then overclock it loads and spend the £200 on a better graphics card.
Well done you've just removed the item that transfers the heat to the room, increasing the heat output of the CPU is useless if you don't have a way of transferring it to the air in the room. Think about it, removing the radiators from a house and turning the boiler to full isn't going to do anything apart from giving you a very hot boiler.
