Help: create a partition on a volume already in use W764

Heyo guys

My bro's PC has an old 80GB HDD as his C:\W7 drive and I think it's about to give up the ghost! He also has a Samsung F1 1TB as a media+games drive (no partitions currently).

There is plenty of space on the F1 and I would like to create an 80GB partition on it to install windows to. Couple questions:

1. Will W7 run slower as it is not the first thing installed on the F1 (i.e. not at the centre of the HDD)?
2. How do i go about making some of the unused space which is already allocated as drive D: available as a separate partition.

Current build is W764 RC7100 but I have a retail w764 to install.
 
I doubt you will notice any significant speed issues, especially if you are coming from an old 80GB drive, as for making the allocated space I believe you can do this within the disk management screen on Windows 7, I used it on my netbook to shrink its volume for a dual boot option I was considering, you can then format the new partition to NTFS and install windows on it. Might be worth a defrag before shrinking the volume as well.
