For the life of me i cant seem to remember the name of a certain superhero, and it is doing my head right in

Blue face, red costume, tall black hair, Thunderbolt down the side of his hair i think, used to be on tv like 10 years ago, kind of comedy/funny superhero.

Not much to go on, but anyone have a clue who he is.?
