Help stop Digital Economy Bill!

You're ISP can cut you off right now for virtually any reason they choose, you have no right to be provided internet so the concept of a fair trial is irrelevant. The need to prove wrongdoing is something which file sharers just wish existed.

There are actually more serious concerns with the Bill but it's all irrelevant, it's sufficiently contentious that it'll be opposed and debated, which means it's incredibly unlikely to pass before it comes round to election time...

Some might say they likely know this and it's more a gesture to the record companies than anything else, an opportunity to look tough without the troublesome issue of actually having to be tough.
