high speed vibration/tax transfer

just sorted out another cheap motor to replace the one that decided exhausts were out of fashion and ditched its one. two things

1) getting some vibration through the wheel at 80-ish on the m-way, causes?

2) this only has tax til the end of the month. old car has a few months left. can my local DVLA officer transfer it over. had a read of their site and not 100% clear

You can't directly transfer the tax but you can achieve pretty much the same thing by selling your old one back and you'll be redeemed for every full month remaining (ie do it today/tomorrow or you'll lose next months tax)
 
am i right in thinking balance is wheel-specific, not car-specific? i have a pair of wheels from an identical car with new tyres on them, would it be worth swapping them over?
 
If the vibration is coming through the steering wheel then it's the front wheels. So do them first. Rear wheel imbalance causes vibration through the body of the car.
