Hiring a car when under 21

My brother, who's 20, wants to hire a car.

Does anyone know which companies will rent out a car to under 21's?

Err enterprise cars used to ages ago. think its at the manager discretion. just try pleading and say its an emergency and if they don't know ask , them if they know anyone who does or google it ???
