From reading back, it seems if you get a good set of lads that call out and you don't start with the "it's not under a certain dept" "it's not my fault" etc then you'll be ok.
Same with any job, you get jobsworths !
One guy I spoke to did say. On new builds there is a regulation. With old houses there not. He didn't specify a year as it was a oldish house and was a bit worried about the bill I didn't care/ask about new builds.
I'm insured as it happens with my public liability bit it's not the point and I still have excess
