also TV detector vans have never been used to prosecute anyone AFAIK... tis dubious whether they even 'work' - essentially pretty much everyone who's even been prosecuted has either admitted to an inspector that they watch TV without a license of has been caught red handed doing so...

There's literally nothing they can do to enforce the license for people who watch live streams on the internet, as you said, the people who have been "done" have admitted it by filling in that contract "form" thing they give out.

you don't need one in order to own a computer or even a TV for that matter...

Not quite true, you need a TV licence to 'install' anything that has a TV tuner in it. Most TVs nowadays come with Freeview built in in which case you need a licence regardless for whether you use it to watch 'live' TV or not.
 
To put it simply:

If you have a TV and intend to watch Live TV broadcasts, you need a TV Licence.

If you have a PC and intend to watch pre-recorded shows (i.e. after they have been aired and made available through services such as BBC iPlayer, Sky Go etc) you do not need a TV Licence.

If you have a PC and intend to watch live streams (regardless of any "delay") you need a TV Licence. Bare in mind this is per house-hold - so one TV Licence in a house-hold will cover any and all TVs / PCs.

If you have a mobile device (read as a laptop, mobile - something that can be run without mains power, has a battery) then you can watch live streams providing you have a TV Licence at your home address. If not, then you cannot watch live streams.

suffice to say, you're wrong... you can go and check on the TV license website if you like - if you own a TV and just use to to play DVDs, use a games console etc.. you don't require a license

You can even have the TV hooked up to the aerial, or with a sky box or whatever else, and not need a license if you don't actually watch live broadcasts.
 
Out of curiosity, where do live streams of non-TV related things fit into this? Lets say, for example, that I was watching a live stream online of somebody casting a Starcraft match, as that's live will I need a license?

apparently they do 'exist' in so far as there are some vans marked up as TV detector vans.... whether they attempt to or are capable of doing any 'detection' is another matter:

That's what I was getting at, I've heard people have got a look in to them and they're just full of seats like any normal minibus.

Like the "TV Detector" part doesn't exist, in essence a detector van doesn't exist in the way they're purported to.

Nope, not really :p It was something that came up once when this was discussed elsewhere, and I wanted to see what you guys would make of it.

I can't claim 100% knowledge on this, but the technology did apparently exist for these to work back in the days of CRT TVs. Not so sure there's any equivalent for them today though now that CRTs are rarely used.

762.This section prohibits the installation or use of a television receiver without a TV licence issued by the BBC, and makes it an offence, punishable by a fine, for any person to:

or use a television receiver without a TV licence; or

have a television receiver in his possession or under his control, intending to install or use it without a TV licence, or knowing (or having reasonable grounds for believing) that another person intends to install or use it without a TV licence.
