I'm running Gears of War maxed with forced AA and i'm usually getting 40-50fps but as soon as a big fight starts i drop down to around 35 fps which shows a huge slow down so i'd like to just have it staying at 30fps..i looked in the config files but found no option does anyone know? thanks

No way to do this as Epic have used variable scripts which are also hash checked to prevent tampering to enable a stable FPS.

The vista path is:
Your Windows Drive letter usually C:\Users\USERNAME\Documents\My Games\Gears of War for Windows\WarGame\Config

One of those ini files in that folder contains a basic script to adjust FPS but backup these files before tampering with otherwise the only way to play GOW again is a reinstall from scratch as Epic have hash checked all of them so even if you just add a space and save it the game will no longer work at all.

Best way to play GOW is with AA disabled as in places the FPS will drop a lot then make sure Vsync is forced to prevent the terrible screen tearing you otherwise get. Also Vista + DX10 mode is slower and even though it lets you use AA the difference FPS wise is huge so try and run it under DX9 mode in Vista as much faster.

Thats your answer you need a decent Quad Core + much faster gfx card. Your hardware is low spec for this game.

Uhhhh ? When this game was out first I played it at medium-high with a geforce 6800GS and a Pentium D at 3.9 ghz. His spec is more than enough.

Made sure it's running in dx9 ? Also Forcing AA doesn't really work afaik ( unlike in Bioshock and Bro's in Arms and Mass Effect where forcing AA did work) in dx9 mode.

You can do it by using rivatuner and the d3d overrider, you can set any max frame rate and force it to stick to that.
