I'm not an expert on web design or SEO etc. However doesn't Google need to refresh it's databse when the spyder crawls for new pages etc.

As soon as a thread starts in Ocuk, Google pretty much has it indexed?

I'm sure someone here will understand and be able to make me look stupid?

Google crawls websites that have a high update rate much quicker than more static sites. So for a forum like this, it's pretty much checking it constantly. It also ranks new content higher, so out of two identical threads on the same site, the newest will be far higher.

Ahh. So would it be safe to assume that if I updated my website on a regular basis it would be ranked higher?

The algorithm will know this is a discussion board site. It's probably more accurate to say older pages are reduced in ranking rather than newer pages have a higher ranking.

In a generalisation:
Forum 1 has a value/ranking of 8 - new pages rank 6-8, older pages rank 1-3
Forum 2 has a value/ranking of 4 - new pages ranking 3-4, older pages rank 1-2

This doesn't apply to your static site. Older pages on static sites may still be just as valuable as a newer one.
