How long should an electric towel rail take to get hot?

We had a 1.2 meter high electric towel rail put in a small bathroom many years ago on a timer. Earlier this year a power cut made the timer spaz out and I reset its timings.

I've noticed recently although the rail gets warm, its certainly does not get hot.

I've open the top of the unit up and there's plenty of liquid in it, so:-
1) Have I now set the timer simply to a shorter period so it doesn't have long enough to heat up?
2) Has the timer unit gone funny so it's only letting a partial voltage through?
3) Or is the immersion heater in the towel rail now only partially working?

So, with:-
1) I've got it set for 40 mins at the moment. Should that be long enough for the towel rail to get hot?
2) Seems odd for the timer to go wrong in such a way that only a partial voltage is sent. So I don't think that's likely.
3) If (1) isn't the case, this seems the most likely. But I'd expect the unit to simpy no work at all instead of partially going?

Well, I opened up the top of the towel rail, and there's plenty of liquid (still) in it, so it's not anything like low liquid etc.
