How to achieve higher Ring Ratio stability on Z490 platform? LATENCY!

Hi guys

I have the following:

Gigabyte Z490 Vision G
Intel 10900K @ 5.1Ghz 1.33v Turbo LLC on Phanteks Glacier CPU block
Radeon 5700XT with EK block
32GB Viper Steelseries 4400Mhz DDR4 (4x 8GB) @ 4000 (18-18-18-38 CR2)
Samung 970 NVME 256GB System disk
Crucial MX500 2TB

Phanteks 719 Luxe
Custom watercooling with 2x triple rads

My question is this...

I've spent ages tweaking the RAM by tightening timings (primary, secondary and tertiary) and adjusting the CPU to get the best performance.

The ring ratio does not seem to be particularly stable on anything above 45.

If I put it to 47 I can benchmark using AIDA64 and get memory latency down below 45ms (usually around 42).

The games I play on this machine are NOTICEABLY better at 47 ring ratio vs 45.

What is the limiting factor for ring ratio? I haven't been able to find any answers online!

Eg. Is it my silicon lottery holding me back? My motherboard? Lack of memory cooling? Lack of voltage to VCCSA or what?
