How to tell whether a CPU can use the RAM at the desired speed

Just wondering how you can tell what the fastest memory you can run with a specific CPU is?

For example, the above processor has a max memory bandwidth of 25.6GB/s - what does this mean?

25.6GB/s is 1600MHz.
